Debian-10 cloud-init update
package cloud-init was set to hold on version 0.7.9 since Augus 2019 cause cloud-init does not support multiple NICs. This is solved in cloud-init now.
- remove hold/lock from package cloud-init
- currently installed: cloud-init 20.2
